Introduction

Developing the establishment of values in a society requires a progressive strategy. Establishment of these values will be possible through a process of continuous improvement aiming at the identification, understanding and adoption of key values to an increasingly greater extent by a growing percentage of the population. To this end, it is advisable to set milestones, one of which will be the Forum of Values for City Development.

This forum is aimed at persons in public and private office who are involved in local and metropolitan development, in addition to managers and administrators of the territory and of the economic and social milieu.
A set of core values has been recognised as essential for the competitive and sustainable development of a medium-sized city such as Metropolitan Bilbao: innovation, professionalism, identity, community and openness, on which the Forum will be based. The influence of each of these values on the development of the city will be analysed from a triple perspective: people, economy and appeal of the city.
